The Office of Planning and Budget supports the goals of CUNY and York College. Our primary objective is to align planning and budgeting activities and processes to effectively and efficiently maintain and develop human, physical, and financial resources for the College. The Office of Planning and Budget provides timely and accurate information so that senior leadership, presidential committees, business managers, and the University's central administration can make informed decisions.
York College seeks a motivated and talented financial leader to support its executive team at a time of growth and improvement at the College. Reporting to the Vice President for Administration and Finance, the Assistant Vice President (AVP) for Planning and Budget provides collaborative leadership and analytical support in planning and organizing resource deployment for all fund sources and uses at York College. The AVP works collaboratively with senior leadership of the College and its associated corporate entities, the fiscal leaders of the City University of New York, and various constituent groups as needed and directed.
The AVP for Planning and Budget is responsible for two critical functions that facilitate achievement of the College's mission. In the planning arena, the AVP is responsible for creating and shepherding a College-wide multi-year resource planning and prioritization process that will become formalized through policy instruments. This includes strategic planning for College-wide priorities and tactical planning to assist departments in their operations and activities. Budget responsibilities include development, communication, execution, and monitoring of operating budgets that are tangibly linked to the outcomes of planning processes and informed by them. The successful candidate is expected to establish collaborative relationships with senior officers of the College and University, faculty leaders, student leaders, administrative directors, and other constituents to achieve desired outcomes.
The duties and responsibilities of the position include, but are not limited to:
Implements strategic budgeting in alignment with the College's strategic plan.
Develops a system to support integrated, all-funds resource planning to include various sources and funding vehicles, such as: Tax Levy (Education & General), Dedicated Fees (such as Technology Fees), Designated Funds, Research Foundation, Income Fund Reimbursable and accounts of the York College Foundation, Continuing Education, the Queens EOC and related entities.
Develops and submits plans, operating budget requests and reports as requested/required.
Develops, prepares, and communicates annual College operating budgets in a multi-year context.
Develops realistic revenue and expenditure assumptions; conducts predictive budget modeling to thoroughly understand funding dynamics to promote program stability and resource growth.
Executes, monitors, adjusts, and manages the operating budgets via proactive written and verbal communications and strong relationships with departmental budget managers and senior leaders.
Prepares and presents informative and helpful written and oral reports on the status of planning processes and budget performance.
Develops, interprets, communicates, and maintains budget policies.
Collaborates with the College's Business Office and Human Resources/Payroll Office to reconcile data and ensure integrity of budget tracking.
Recruits, motivates, directs, and supervises a staff of planning and budget professionals to achieve these objectives.
Serves on College Risk Management Team and assists in implementation and further development of Risk Management Plan.
Directs Internal Control of campus-wide self-assessment process.
Performs other related duties as assigned.
QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
Additional qualifications are defined below by the College.
Applicants with an advanced degree in business, public administration or a related field preferred. Experience in budget administration at a large and complex organization or institution of higher education is required. At least five years of experience must have been in a position of progressively responsible management in budget administration, preferably at an institution of higher education. Experience must include strategic financial planning, analysis and management, along with demonstrated effectiveness in resource planning, budget modeling, application of appropriate fiscal management systems and technologies, data analysis, project management and presentation, and leadership in budget development and communication. A strong customer service orientation and attention to details are required, along with excellent analytical, oral, written and interpersonal communication skills. Must have sound supervisory skills and experience as well as a consultative management style with the ability to foster a cooperative and collaborative work environment, take the initiative to make decisions, resolve problems, and work effectively with all levels of staff and constituents. CPA license and one year of experience in line management of a department or organization, other than planning or budgeting, strongly preferred.

$160,000 - $185,000 - Salary commensurate with education and experience.
