UC San Diego Health Sciences is an organization encompassing 16 departments, 3 professional schools (School of Medicine, School of Pharmacy and Pharmaceutical Sciences and School of Public Health), 2 hospitals, and various other programs and units all dedicated to fulfilling the Health Sciences core missions: Education, Scientific Research, Clinical Care, and Community Outreach. The Health Sciences Planning and Space Management (PSM) team is responsible for basic research, clinical research and educational program space, capital facility development and delivery, and core research facilities management and planning. PSM provides analytical and strategic support to the Vice Chancellor of Health Sciences (VCHS) and senior leadership in support of all of these efforts. Under general supervision of the Facilities Project Supervisor, incumbent serves as the Facilities Manager of Planning and Space Management (PSM) for the Vice Chancellor Health Sciences. Act as liaison between Health Sciences departments and with other campus facility support departments, such as Facilities Management, Facilities Engineering, Health and Campus Security, Environmental, Health and Safety, and other campus departments working to maintain Health Sciences facilities. Serves as the professional facilities specialist supporting the Director for Planning and Space Management, Health Sciences, in all matters regarding facilities and space planning, management, space utilization analysis, facilities project oversight, liaison with building occupants, planning and oversight of renovations projects and building occupant relocations, facilities and project budget management.
Incumbent makes recommendations to management on program and policy issues. Independently evaluates facilities, programs, and regulatory issues and apprises Director of findings and recommendations. Serves as professional facilities resource for Health Sciences departments. Oversees all maintenance issues and needs of facilities on an on-going basis, and acts as primary point of contact for Facilities Management and building occupants. Acts independently, receiving guidance at each key phase of a project or situation. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Uses skills as a seasoned, experienced professional and implements and coordinates building management procedures and space planning activities. Develops space allocation project scope, schedule and budget plans for management review, implements and makes recommendations for new and revised procedures. Oversees various facilities-related operational activities. Has general knowledge about several operational functions. Receives little instruction on daily work, general instructions on new assignments.
MINIMUM QUALIFICATIONS
Seven (7) years of related experience, education/training, OR a Bachelor's degree in related area plus three (3) years of related experience/training.
Thorough knowledge in the areas of building space planning, codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
Thorough interpersonal skills including good service orientation and effective problem solving.
Knowledge of architectural or engineering concepts.
Thorough project management skills, including skill to manage complex projects.
Strong analytical skills. Demonstrated problem solving ability, including recognizing problems, developing potential solutions, implementing appropriate solutions, and monitoring and evaluating results or progress. Ability to work with great accuracy and detail both quantitatively (figures) and conceptually (ideas).
Strong written, verbal and interpersonal communication skills, including political acumen. Ability to employ interpersonal skills in situations calling for tact and diplomacy. Skill at clearly communicating information to a wide variety of people (including Leadership) in writing, in person, and by phone. Speaking before small and large audiences with poise and confidence.
