The Director of Pharmacy Business Strategy & Population Health acts as the senior leader responsible for directing and organizing programs promoting value-based pharmacy initiatives that identify, measure, and compare the costs and consequences of drug therapy to the healthcare system while ensuring the highest quality care and excellent customer experience. The Director will assist in the development and execution of innovative solutions, new services, and pharmacy programs to ensure appropriate pharmaceutical utilization, improve patient outcomes, and control costs. The Director will forecast for strategic planning and key initiatives, review and analyze reports to understand drug spend, and drive collaborative resolutions to identified issues. This position will use fiscal and budgetary data available for effective procurement services, contract execution, compliance, formulary management, medication policy determination, and resource allocation. The Director ensures compliance with all Federal and State regulations, and departmental policies. He/She will provide leadership and support for the development of the health economic strategy of the Pharmacy Enterprise. Areas of focus include: Value-based strategy on procurement and contracts, strategy for Inventory management, budget development and other aspects related to medication procurement and distribution, managed care and population health activities, including local and UC-wide managed care programs, general oversight of all pharmacy related billing activities within the department purview, including charge capture and revenue/reimbursement, compliance with all CMS, DEA, CA BOP, and others as deemed critical to the organization, enterprise-wide formulary standardization and enforcement, and Payor policies. He/She has oversight of the Pharmacy Transitions of Care Program.

Required Qualifications:
Completion of PGY1 pharmacy practice residency
Graduate of an ACPE-accredited School of Pharmacy with a Doctor of Pharmacy degree.
Knowledge and understanding of Title 22, GMP, CDPH, CMS, DEA, CA Board of Pharmacy, HIPAA, USP 795/797/800, TJC standards
Ability to read English and correctly interpret complex regulations, contracts and policies.
Registered Pharmacist in the state of California in good standing within 12-months of hire.
5+ years of progressively responsible healthcare administration experience in a health plan, operations, and/or clinical management.
Minimum three years of experience in contracting, quality improvement or management experience in a healthcare environment, preferably with managed care experience.
Quantitative skills for statistical analysis and budget assessment. Ability to critically think, make decisions, and problem-solve with attention to detail.
Excellent written and verbal communication skills and interpersonal skills to establish and maintain effective working relationships across the Health System. Ability to work independently and within a team environment.
Self-motivated with the ability to work under minimal direction in handling moderately complex to complex projects.
Preferred Qualifications:
An advanced administrative degree (M.S., M.H.A., M.P.H., M.B.A.)
Post-graduate residency training and Board Certification is preferred.
Previous Academic Medical center experience
Ability to use EPIC electronic health record and relevant pharmacy software
