The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under the direction of the Operations Manager and Director, the ARC Payroll Supervisor will be independently responsible for providing day-to-day guidance and work direction of all aspects of the Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician (compensation & timekeeping) for SOM, SSPPS, SPH clients. Requires high level of tact, the ability to act swiftly and accurately when handling high-profile and/or sensitive matters. Conducts in-depth analysis on complex cases and makes recommendations based on policy interpretations that mirror past practice and recognize possible precedent setting situations.
Serves as Health Sciences expert in compensation & timekeeping policies, procedures and past practice that best informs future action and recommendations to clients. Provides training to ARC analysts responsible for salary and timekeeping administration (Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician). Provides consultative services and acts as liaison between the VC and Department Business Offices, faculty, payroll, VA, Division Administrators, division staff, and other internal/external offices. Establishes and maintains professional relationships with stakeholders at central offices (includes UCPath, Central Payroll, OGME, APS, Graduate Division, HR).
Participates in the salary negotiation process, gathering and analyzing data, preparing reports, and making recommendations to DBOs and Chairs. Independently implements all salaries, reviews funding sources, performs leave reporting and all other items/issues related to the compensation for the populations that ARC managed. Responsible for developing timelines, managing workflow and deadlines for the team to ensure timely implementation of all salary processes (Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician) throughout the fiscal year. Responsible for the short and long term planning, policy and program development, workflow assessment, and make recommendations to improve business processes and efficiency for the team, recognizing impact to clients.
