The Research Office assists, supports and oversees investigators and their staff including more than 100 principal investigators and over 800 approved research personnel. Research projects are funded by VA Office of Research & Development (ORD), National Institutes of Health (NIH), VA Connecticut Research and Education Foundation (VACREF), Yale University, University of Connecticut, and voluntary agencies and corporations. GS-14: Duties for this position includes but or not limited to: Advising on all matters related to the development, issuance and implementation of local policies for the VACHS research program. Leads in the development of VACHS policies for the protection of human subjects, the care and use of animal subjects, and research safety. Provides written and oral guidance to inform investigators and members of their research teams regarding issues pertaining to the protection of human subjects. Serves as liaison to external IRBs: VA Central IRB, NCI Central IRB, Yale University IRB, commercial IRBs, and others as delegated. Prepares reports and recommendations concerning the functions of the Research Office and activities of research investigators. Prepares reports required by oversight agencies of incidents (adverse events, unanticipated problems), complaints, or other requested information. Monitors and analyzes new legislation, regulations, policies, program initiatives, and requirements. Initiates and conducts or directs special studies related to challenging ethical or regulatory issues associated with human and animal subject protections. Monitors staffing qualifications, appointments, and responsibilities including training requirements. Provides written and oral guidance to members of the public, including complainants, and the regulated community regarding issues pertaining to the protection of human subjects. Assesses, plans, and evaluates multiple Research programs assigned to ensure proper coordination between the conduct of research activities and the overall delivery of health care. Accepts substantial and continual responsibility and accountability for planning, organizing, coordinating and controlling complex clinical Research programs. Participates in long range program planning and model development for effective research. will oversee implementation, maintenance and compliance with standards of professional practice. Participates in the planning, design, and approval of research protocols and/or projects at the facility, VISN, or national level. When appropriate, directs subordinates in pharmaceutical, outcomes, or biomedical research and development projects. Participates in Research and Development Committee and subcommittee activities. Actively promotes the participation of pharmacists in research activities and projects and oversees research activities aimed at improving the quality of investigational treatment trials. Promotes and participates in presenting research findings at local, state, national, or professional meetings. Establishes and maintains policies and procedures for all aspects of the Research program. Monitors effectiveness of policies and procedures and revises policies to meet goals. Develops and maintains liaison with local health organizations for exchange of ideas, best practices, training programs. Supports effective labor/management relations in compliance with OPM, VHA, and Medical Center regulations. Works to ensure that the intent of labor/management partnerships and affirmative action goals are adhered to and met. Maintains effective interdepartmental relationships demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals.
