Manager, International Logistics/Supply Chain - (200000LZ)
The Center for International Health, Education and Biosecurity (CIHEB) , headquartered at the University of Maryland School of Medicine, Institute of Human Virology (IHV) , is currently comprised of a global team of more than 500 personnel in Baltimore and across sub-Saharan Africa.
The International Logistics/Supply Chain Manager is responsible for overseeing and managing the overall supply chain and logistics strategy in country offices in order to maximize the process efficiency and productivity. This position provides day-to-day supervisory direction to country-based logistics and commodities staff to support on-time delivery of mission critical supplies for the Population-based HIV Survey.

Key Functions:
- Develop a supply chain strategy that is aligned with the overall PHIA vision and strategy and takes into consideration the conditions that are unique to each country.
- Support the commodities planning process and participate in forecast development and reviews.
- Coordinate the supply chain processes of procurement, shipping, customs clearance, storage, and last mile distribution of health and non-health commodities to survey implementing facilities.
- Lead the development of relevant Standard Operating Procedures (SOP's) and ensure that they are followed and periodically reviewed.
- Responsible for the recruitment, coaching and performance development of the supply chain team.
- Directly supervise the Procurement Manager and Logistics Manager in country offices.
- Oversee the procurement process from requisitions through purchase orders and payment authorization documentation processing.
- Manage the shipping and importation process and ensure that customs clearance is in accordance with the relevant duty waiver/exemption procedure.
- Estimate storage space requirements and ensure that warehouses and stores are pharmaceutically compliant and can accommodate temperature sensitive commodities.
- Oversee the last mile distribution of commodities sites including site transitions and end of survey reverse logistics while ensuring compliance with Good Distribution Practices.
- Support the implementation and adoption of the Enterprise Resource Planning (ERP) system and/or Logistics Management System (LMS) while also being held accountable for the integrity of the supply chain data contained in these systems.
- Establishes key performance indicators (KPI's) and regularly report on actual performance against these KPI's.
- Develop a system to manage, track and report on assets throughout the entire lifecycle of the project.
- Support the budgeting process and ensure the supply chain plans are aligned with the financial projections.
- Conduct risk assessments and develop mitigation plans to minimize the impact of supply chain disruptions.
- Responsible for coordination of audit and compliance review requests
- Identify and comply with country specific regulatory requirements set by government agencies.
- Perform other duties as assigned.
Qualifications
Education: Bachelor's degree in accounting, economics, finance, business management, or related field that may include appropriate coursework in inventory management.
Experience: Five (5) years of experience in traffic management, inventory management, and/or supply chain management. Prior experience with or exposure to international shipping and associated regulations is preferred.

APICS or ISM Certified preferred
Other: May consider a combination of directly related experience and education.
Knowledge and Skills:
- Knowledge of US Federal Rules and Regulations on Reporting and Expenses.
- Strong analytical and organizational skills.
- Strong interpersonal skills.
- Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
