South Hillsboro Primary Care Clinic carries a growing patient panel that serves Washington County. Since opening in February 2019, South Hillsboro has been providing full spectrum care and practices a team-based model, comprising physicians, nurse practitioners, other medical specialists, medical assistants, and front-line staff, and plans to include behavioral health specialists in the near future. In addition, the clinic will serve as a family medicine practice site for family medicine residents from the new OHSU-Hillsboro Medical Center Family Medicine Residency starting in July 2021.

The Medical Director of OHSU Family Medicine at South Hillsboro will lead overall direction and coordination of medical affairs and quality of care at the clinic. The Associate Program Director appointment runs concurrent with Medical Director appointment and is responsible for maintaining quality of resident experience in the clinic. In this role, 0.25 FTE will be allocated for medical director and associate residency director duties, with increase in future years as designated by ACGME and executive leadership at OHSU Hillsboro Medical Center (HMC). The remainder of 0.75 FTE is expected to be comprised of clinical care at the South Hillsboro Clinic site, including attending on the inpatient service at Hillsboro Medical Center. After hours call responsibilities are expected to be equitable and shared across the team of both South Hillsboro faculty and larger primary care clinicians at HMC.
The duties of this position include:
Work with team to develop, implement, and evaluate health care service and quality improvement policies, plans, goals and objectives appropriate for the clinic. Create and achieve standards in medical excellence, encourage informal and formal continuing education, develop Quality Improvement initiatives, promote evidence-based practice and engage all providers in practice management activities. Monitor provider conformance to health care policies.
In conjunction with Associate CMO at HMC, Senior Practice Manager of Primary Care at HMC, and Senior Director of Ambulatory Operations at HMC, establish and monitor provider productivity and effective patient care standards, patient flow, continuity of care and referral processes. Achieve cost-effective clinical operations and conformance with budget.
Assist in development and monitoring of the budget.
Supervise the clinical providers, including physicians, nurse practitioners, physician assistants, and mental health providers, including relevant faculty evaluations. Develop and oversee provider schedules, including clinic session templates, clinic call schedule, clinic/provider specific hospital rounds, coordination with Departmental Inpatient Service, and approval of provider leave requests.
Serve as Clinic Compliance Officer by promoting quality of care and patient satisfaction and ensuring provider compliance with OHSU Hillsboro Medical Center policies, and legal and regulatory requirements of agencies such as CLIA, JCAHO, and local, state and federal governments. Lead the clinic provider group and facilitate regular provider meetings.
Partner with the South Hillsboro Practice Manager to ensure a positive, caring and safe workplace by facilitating staff/provider conflict resolution, holding regular staff/provider meetings, and creating internal accountability among Tuality providers and staff.
Contribute towards a culture of responsiveness to customer/patient needs. Address and resolve issues related to medical risk management and patient complaints.
Represent South Hillsboro clinic in the community to provide community service and promote patient access to clinic services. Collaborate with other health and social service agency medical directors to meet patient needs and South Hillsboro clinic goals.
Assure providers timely completion of electronic medical records, such as billing, and correspondence to other participants in the health care system in conjunction with established clinic and hospital policies.
Define clinical appropriateness of medical equipment and medical supplies. Approve purchase requests for submission to annual budget process, and assure compliance with Scappoose policies regarding pharmaceutical and medication use.
As Associate Program Director for South Hillsboro, maintain quality of supervision of learners (residents). Assist Family Medicine Residency Program Director to develop and revise clinic-specific and residency-wide core curricula. Assure that learners complete a high quality clinic-based curriculum.
Assist in integrating rotational responsibilities with clinic responsibilities, promote and maintain participation by faculty in the clinic curriculum, and facilitate participation of residents in South Hillsboro practice management as appropriate.
Doctor of Medicine/Osteopath degree and license to practice medicine in Oregon, or eligibility for license
Graduate medical education in an ACGME accredited Family Practice residency and Board Certification in Family Practice required

Able to plan, develop, implement, and evaluate high quality clinical programs through a multidisciplinary care team
Able to work effectively in a matrix organization, with accountability to multiple parties
Strong interpersonal, oral and written communications, and team building skills
Demonstrate commitment, knowledge of, and sensitivity to cultural issues and health care needs of low-income, ethnic minority, and underserved populations
Commitment to educational excellence and scholarship of education
Previous managerial experience in a health care organization (especially primary care practice)
Experience or background with resident administration and/or accreditation
